Trade Compliance Analyst – Abu Dhabi – Honeywell

The HPS Trade Compliance Leader is responsible for the implementation and maintenance of all HPS sites in ME import-export compliance program. This position will report to the HPS EMEAI Trade Compliance Leader, and interface with all local Site management, and Export Compliance senior management, customs brokers, freight forwarders, internal/external legal counsel, customers, suppliers, and government officials. Its focus is to ensure all HPS sites in ME import-export programs are in compliance with all applicable customs regulations and maximize savings for the business. This is accomplished by interfacing directly with the various PMT/HPS strategic business units (SBU) import-export compliance personnel and functional area leaders to drive process improvements implementation in all areas of import-export compliance.

Responsibilities:
Coordinate the compliance readiness of SBUs through the management of the import and export compliance self assessment process and on site compliance reviews
Monitor key industry developments, legislative, and regulatory changes affecting all HPS sites in ME
Coordinate with business unit management and other functional area managers to investigate possible customs compliance violations
Provide supervisory support, training, mentoring, to UAE, QA, OM, KW, EG, IQ, BH and Others in ME ( if required) import-export compliance personnel and will also assist the ME HPS Supply Chain functions with all departmental goals and objectives
Manage all import and export customs activities including but not limited to Masdar in UAE, or 3pl service providers
Ensure compliance of import and export transactions of HPS ME sites
Act as In-house consultant on all ME import and export matters
Oversee Customs broker performance and, daily Customs operations to ensure on time clearance with minimized lead time especially under various duty exemption programs e.g. Advance license as well as ad hoc shipments e.g. return/repair shipments
Responsible for effective management of duty suspension programs, e.g. advance export license, Drawback, to maximize duty saving benefits while still maintain high level of compliance with 100% fulfilments of compliance obligations.
Manage the country of origin determination for exports
Ensure record keeping and all documentation for statutory compliance including and not limited to import and export set of documents, export licences, ‘SOP’s with approved brokers and local work instructions and procedures and reported to the ME Customs during different customs certification processes, Implement IT System to effectively manage the day to day operations and Record keeping
Lead on Customs Broker selection, review, and performance management process with HPS EMEAI, PMT and Corporate agreed KPIs
Lead and monitor import and export classification process and tariff database management, disseminate to customs brokers for full adherence
Support the HPS EMEAI Trade in create and deliver import and export training to cross functions staff in Honeywell HPS ME sites
Lead import and export Self-Assessments and proactively keep track of the compliance improvement plan to final completion.
Support on regional GSP/Preference analysis and implementation
Manage the Certificates of Origin from Suppliers and manage the ones for the customers if additional are required
Support Incoterms buy/sell decisions
Identify import and export risks and opportunities
Support the HPS EMEAI Trade Compliance and coordinate with the ACS ME Trade Leader and ME Legal on Government and internal audits; represent the business to various government control bodies including but not limited to Customs for any hearings and follow up
Lead on country policy tracking and disseminate regulatory changes (actual and proposed) to HPS EMEAI Trade Compliance Leader as well as all cross functional leaders
Coordinate with various functional areas to minimize risks/maximize opportunities, including but not limited to legal, Tax, Supply Chain, Supply Base, HS&E, Finance, etc
Render reports on import and export statistics, duties paid, and savings per program
Support the HPS EMEAI Trade Compliance to develop metrics for import duties and taxes, and potential savings

Qualifications
Experience & Qualifications:
A minimum of 10 years of import-export compliance experience required
BA/BS required
Experience in systems knowledge (SAP or other) is essential
Knowledge of Screening tools like Amber Road and Visual Compliance is essential
Capable of managing and leading team/ in plants
Arabic language skills is preferred

Technical knowledge of Customs valuation, classification, country of origin, commerce marking, Incoterms etc is required
Knowledge of policies, procedures, programs, and products across Transportation Systems is essential
Proven ability to identify, take ownership of, develop, implement and manage complex trade compliance programs and processes, utilizing project management and Six Sigma quality tools
Detail oriented and possessing good analytical and problem solving skills; able to anticipate problems and diffuse situations
Excellent skills in organization, prioritization, and negotiation; must excel under pressure
Able to lead the team and motivate others to drive peak performance
Must be self-motivated, goal oriented, and able to work independently in achieving results
Skilled in Microsoft Office (Excel, PowerPoint, and Word) is mandatory
